{"id":1208,"date":"2024-06-18T11:25:25","date_gmt":"2024-06-18T09:25:25","guid":{"rendered":"https:\/\/serafin-renov.fr\/?p=1208"},"modified":"2024-08-22T15:55:02","modified_gmt":"2024-08-22T13:55:02","slug":"policy-recommendations-for-eu-member-states","status":"publish","type":"post","link":"https:\/\/serafin-renov.fr\/index.php\/en\/policy-recommendations-for-eu-member-states\/","title":{"rendered":"POLICY RECOMMENDATIONS FOR EU MEMBER STATES"},"content":{"rendered":"\n<p><strong>More one-stop shops to boost home energy renovation<\/strong><\/p>\n\n\n\n<p><strong>How to set up a supportive national framework for local one-stop shops?<\/strong><\/p>\n\n\n\n<p>\ud83d\udcc9 According to the European Climate Neutrality Observatory, \u201cprogress on buildings has been far too slow\u201d and achieving the zero-emission building stock by 2050 target means Member States have no time to lose.<\/p>\n\n\n\n<p>\ud83d\uddd2 The recent adoption of two major directives for the European Green Deal (the Energy Efficiency Directive and the Energy Performance of Buildings Directive) has given Member States a framework for reducing emissions and energy use in buildings across the EU, together with new targets, policies and tools.<\/p>\n\n\n\n<p>\ud83c\udfe1 Among other things, both Directives recognise one-stop shops (OSS) as a major tool for boosting home energy renovation. More specifically, Article 22 \u00a7 3 of the Energy Efficiency Directive urges Member States to create a \u00ab\u00a0supportive framework [\u2026] in particular for the creation of one-stop shops.\u201d<\/p>\n\n\n\n<p>\ud83e\udd14 You do not know what a supportive national framework for OSS should look like?<\/p>\n\n\n\n<p>\ud83d\udca1 Building on the experience and lessons learned \u2018in the field\u2019 by the five French Third-Party Financing companies (a specific local OSS model), SERAFIN association drafted key recommendations for Member States wishing to create a dream country for OSS. Here is what Member States should do:<\/p>\n\n\n\n<p>1. Ensure the coherence and long-term stability of public home energy<\/p>\n\n\n\n<p>renovation policies.<\/p>\n\n\n\n<p>2. Make the provision of advice and support to households on home energy<\/p>\n\n\n\n<p>renovation a public service.<\/p>\n\n\n\n<p>3. Support local and regional authorities with setting up local one-stop shops.<\/p>\n\n\n\n<p>4. Make stable, clear and simple public funding schemes for deep renovation<\/p>\n\n\n\n<p>and the creation and operation of local one-stop shops accessible to all.<\/p>\n\n\n\n<p>5.
